In this case, Emet would find there is a limit to his creation magic! Not in what he can actually build but in the stability of it. Since the simulation is coded, magic does work but... to the degree that Emet would try is still a bit outside The Peacekeeper's parameters without the proper resources (stamps).
He's free to try and discover that anything too large would be an unstable, glitchy mess that's kind of an eyesore. Eventually, he can ask for Amaurot back again but would need to try to rebuild it using stamps rather than his own magic.
